Yes, it is definitely possible, under many different circumstances.

Both countries grant citizenship by being born there - although since 1983 British law will only grant British citizenship to a person born in the UK if at least one of their parents is also a British citizen or is “settled” in the UK. The term “settled” means ordinarily resident and without any immigration restriction on their length of stay.
